Municipalities with a population exceeding 100,000 may apply demolition by neglect ordinances to contributing structures located outside local historic districts but within adjacent central business districts.

Eligible municipalities must have designated portions of the central business district and adjacent historic district as an Urban Progress Zone under G.S. 143B-437.09.

Eligible municipalities must be recognized as a Certified Local Government by the State Historic Preservation Office and U.S. Department of the Interior under the National Historic Preservation Act, but located in a county without the same certification.

Municipalities may modify and revise their demolition by neglect ordinances as necessary to implement the provisions of this section.

Effective upon enactment, ratified June 18, 2011.
