Expands definition of discoverable files to include complete records from law enforcement agencies, investigatory agencies, and prosecutors' offices involved in investigating or prosecuting the defendant.

Requires law enforcement and investigatory agencies to make timely disclosure of their files to prosecutors' offices on a timely basis for compliance with discovery obligations.

Establishes new exemptions from disclosure for Crime Stoppers informants and Victim Impact Statements, protecting their identities unless court orders otherwise.

Limits personal identifying information disclosure for witnesses to name, address, date of birth, and published phone number unless court determines additional information is necessary.

Establishes good faith presumption for prosecutors who made reasonably diligent inquiry of law enforcement agencies and disclosed responsive materials, protecting against unjustified sanctions for untimely disclosure.
