Changes Winston-Salem/Forsyth County Board of Education elections from a nonpartisan primary and election method to a nonpartisan plurality method, with results determined under G.S. 163-292.

Establishes candidate filing deadline as no earlier than 12:00 noon on the second Monday in July and no later than 12:00 noon on the first Monday in August.

Requires the appointing authority to appoint the next highest vote-getter from the previous election to fill a vacancy if that person received votes within 10% of the vacating officer's total and is still eligible and willing to serve.

Applies to elections held in even-numbered years as terms expire, with candidate names printed on ballots without party affiliations.

Effective upon enactment.
