Honors the life and memory of John Allen Garwood, a former North Carolina State Senator who served from 1997 to 2006 representing his district.

Recognizes Garwood's extensive service including his work as a Wilkes County Commissioner (1990-1993), his leadership roles in Republican Party organizations, and his military service as a Staff Sergeant in the 11th Airborne Division during the Korean War (1953-1955).

Acknowledges his committee assignments in the Senate including Co-chair of Education/Higher Education and ranking minority member of Appropriations on Education/Higher Education, plus membership on multiple other standing and study committees.

Notes his civic contributions through service on the UNC Board of Governors (1985-1996), Appalachian State University Board of Trustees (1973-1980), First Citizens Bank Board of Directors (1975-2000), and various community organizations.

Directs the Principal Clerk to send a certified copy of the resolution to Garwood's family; Garwood died on November 30, 2010, and is survived by his wife of 53 years and three children.
