Counties must maintain local fund expenditures for Child Protective Services workers at levels equal to or greater than the 2011-2012 fiscal year for the 2012-2013 fiscal year.

The Division of Child Development and Early Education shall base the fiscal year 2012-2013 child care subsidy allocation formula on the same data source used in fiscal year 2011-2012.

Defines "substantial compliance" failure for Medicaid and Health Choice providers as when 20% or more of sampled claims do not comply with state or federal law requirements and meet the definition of abuse under 42 C.F.R. § 455.2.

Exempts office space rental contracts from hospital authority conflict of interest restrictions if the lease meets specified requirements including written agreement, one-year minimum term, fair market rates, and terms that would be commercially reasonable without referrals.
