Repeals Section 10.24 of S.L. 2010-31.

Requires DHHS to implement additional capitated 1915(b)(c) Medicaid waivers during fiscal year 2011-2012 through a Request for Application process for Local Management Entity (LME) applicants who demonstrate readiness.

Waiver program covers all Medicaid-covered mental health, developmental disabilities, and substance abuse services, contingent upon Centers for Medicare and Medicaid Services approval.

Allows facilities to disclose confidential client information to collect payment for cost of care, treatment, or habilitation without requiring client consent.

Effective upon becoming law.
