Modifies conditions for selecting the commander of the North Carolina State Highway Patrol to allow selection from outside the ranks of the Patrol.

Requires any commander selected from outside the Patrol to be certified as a law enforcement officer pursuant to Chapter 17C of the General Statutes and Criminal Justice Education and Training Standards Commission rules within 12 months of employment.

Maintains existing requirement that all other supervisory positions over sworn Patrol members must be filled by uniformed members who have completed basic Patrol school and met all employment requirements.
