Authorizes the City of Durham to establish a race and gender neutral small business enterprise program to promote development of small businesses in the Durham Metropolitan Statistical Area

Allows the City to define "small business enterprise" as appropriate and set subcontracting goals and good faith efforts requirements for City contracts

Permits the City to consider bidders' compliance with small business enterprise program requirements when awarding contracts and may refuse contracts to bidders who fail to comply

Requires the small business enterprise program to supplement rather than replace existing state minority and women business participation requirements, with state-mandated goals taking precedence

Effective upon enactment
