Allows Mecklenburg County to contract for energy efficiency apparatus, supplies, materials, or equipment without complying with G.S. 143–129, 143–131, and 143–132 procurement requirements, with contract awards at the county's sole discretion.

Permits Mecklenburg County to contract for renewable energy systems using a request for proposals procedure that awards contracts to the best overall proposal as determined by the awarding authority.

Authorizes the awarding authority to consider proposer experience and financial stability, negotiate with proposers, and use procurement methods from G.S. 143–135.9 when evaluating renewable energy proposals.

Keeps submitted renewable energy proposals confidential until a contract is awarded.

Extends existing renewable energy contracting authority under S.L. 2009–149 to include Mecklenburg County, effective upon enactment.
