Authorizes the Director of the Budget to continue state government expenditures at fiscal year 2010-2011 levels until September 30, 2011, or until the 2011 Appropriations Act becomes law, whichever comes first.

Freezes state employee salaries at June 30, 2011 levels with no increases, step advances, or automatic increments permitted until the General Assembly authorizes them.

Prevents filling vacant positions and requires termination notices for employees in positions slated for elimination under House Bill 200, 4th edition.

Authorizes the Director of the Budget to use up to $125,000,000 to repay the federal Centers for Medicare and Medicaid Services for excess Medicaid funds drawn down during the 2009-2010 fiscal year.

Implements a three-year look-back period for federally funded extended unemployment benefits under the Tax Relief, Unemployment Insurance Reauthorization, and Job Creation Act of 2010, effective April 16, 2011, expiring January 1, 2012.
