Town of Cornelius may use design-build delivery methods (including design-build-operate and design-build-operate-maintain) for public projects without complying with G.S. 143-128, 143-129, 143-131, 143-132, 143-64.31, and 143-64.32, with authority expiring July 1, 2013.

Cornelius must request proposals from at least three design-build teams and award contracts based on time to completion, capital and operation/maintenance costs, technical merits, and other material factors; projects may proceed with fewer proposals if publicly advertised for 30+ days.

Cornelius may delay payment of project costs scheduled in the prime contract to occur after project acceptance and completion by the architect, engineer, or designer.

Town of Cornelius gains investment authority to invest capital reserves in securities authorized for the State Treasurer under G.S. 147-69.2(b)(1)-(6) and (8), in addition to existing authority under G.S. 159-30.

City of Charlotte may award contracts for up to three public projects using design-build methods without state procurement requirements, with authority expiring June 30, 2016; projects may include water/sewer facilities, roads, bridges, parking garages, and local government buildings (limited to one per fiscal year).
