Prohibits the Division of Motor Vehicles from using RFID technology or microchips on driver's licenses and from amending driver's license application procedures to comply with REAL ID standards.

Prevents the DMV from expanding motor vehicle records data sharing with other states, the federal government, or other agencies unless authorized by statute.

Requires deletion of all previously collected biometric data (facial features, voice data, iris recognition, retinal scans) from state databases and prohibits collection of new biometric data related to REAL ID compliance.

Restricts the DMV from storing copies of breeder documents like birth certificates and prohibits storing applicant images in any database except for issuing replacement licenses or address-change licenses.
