Declares elemental gold (22k and 24k) and elemental silver (90% and higher purity) as legal tender in North Carolina, citing Section 10 of Article I of the U.S. Constitution as authority.

Exempts purchases and exchanges of gold and silver tender from state taxation.

Establishes a registry of acceptable gold and silver coins and bullion, including U.S. American Eagle coins, foreign coins (Austrian, British, Canadian, French, Mexican, South African, Swiss), and stamped bullion approved by the State Treasurer.

Allows exchange of state money (gold/silver) for federal money through the State Treasury or private enterprises at current spot prices, with handling fees permitted; does not require vendors to accept gold and silver tender unless contractually agreed.

Takes effect upon enactment.
