Authorizes risk-based environmental remediation standards for contaminated industrial sites as an alternative to unrestricted use cleanup standards, allowing site-specific remediation tailored to current and anticipated future uses.

Establishes a comprehensive framework requiring remedial investigation reports, remedial action plans, public notice to local governments and adjoining landowners, and Department approval before remediation can proceed.

Requires remediation to protect groundwater (current and future water supplies), limit human exposure, prevent off-site migration of contaminants above unrestricted use standards, and maintain compliance with air and water quality standards.

Imposes a one-time fee of $4,500 per acre (maximum $125,000 per site) on persons using site-specific remediation standards, with collected funds supporting administrative costs and tracking of land-use restrictions.

Applies only to contaminated industrial sites where discharges were reported before March 1, 2011, and excludes sites under certain programs including petroleum underground storage tank and dry-cleaning solvent cleanup programs.
