Repeals Chapter 136, Session Laws of 1991, regarding Guilford County Board of Commissioners structure.

Restructures the Board of Commissioners from the previous structure to nine members effective the first Monday of December 2012: eight members elected from single-member districts and one member elected at-large on a partisan basis.

Establishes staggered four-year terms with Districts 1, 6, 7, and 8 elected in 2012 and quadrennially thereafter, while Districts 2, 3, 4, 5, and the at-large member are elected in 2014 and quadrennially thereafter.

Requires the Board to adopt a districting plan within 60 days that includes at least three districts with black voting age population exceeding 50%, maintains total population deviation of no more than 10%, and complies with Section 5 of the Voting Rights Act of 1965.

If the plan is not approved under the Voting Rights Act by 10 days before candidate filing in 2012, the restructuring becomes effective for the 2014 election instead, with the 2012 election conducted under existing law.
