H.B. 451 Summary

• Increases penalties for driving while license revoked (DWLR), establishing minimum fines of $250 for first offense, $1,000 for second offense, and $2,500 for third or subsequent offense

• Elevates third or subsequent DWLR offenses from Class 1 misdemeanor to Class A1 misdemeanor and extends license revocation periods to permanent revocation after third offense

• Authorizes seizure and forfeiture of vehicles driven by persons with two or more prior DWLR convictions within a 10-year period when committing a third or subsequent DWLR offense

• Establishes procedures for vehicle seizure, impoundment, and forfeiture hearings, including innocent owner protections and requirements for vehicle owners to execute acknowledgments

• Revokes vehicle registration for persons convicted of third or subsequent DWLR offenses until their driver's license is restored; becomes effective December 1, 2012
