Eliminates "instant runoff voting" for judicial vacancy elections and replaces it with plurality voting, where the candidate with the most votes wins.

Repeals public campaign financing for Council of State races (Article 22J of Chapter 163).

Restores judicial elections to partisan basis by allowing judges and justices to display party affiliation on general election ballots and excluding them from straight-party voting.

Recodifies judicial vacancy election procedures from Article 25 to Article 10 of election law and removes references to nonpartisan judicial elections.

Makes changes effective for primaries and elections held on or after January 1, 2012.
