Environmental Review Commission shall study safe artificial slope construction in mountainous areas of North Carolina to promote stable slopes and reduce slope failures.

Commission may examine the need for statewide management requirements for artificial slope construction and issues related to recording natural hazards, permit conditions, and disclosure to property purchasers.

Commission shall collect research on landslide types, causes, triggers, elevation and slope angles, and technical requirements for artificial slope construction.

Commission must hold public meetings in Boone, Asheville, and Franklin to consult with the public and user groups during the study.

Commission shall report findings and recommendations, including any administrative or legislative proposals, to the 2012 General Assembly upon its convening.
