Requires outdoor lighting fixtures installed, replaced, maintained, or operated using state funds to meet energy conservation and light pollution reduction standards effective January 1, 2012.

Mandates that outdoor lighting fixtures with rated output greater than 1,800 lumens must be full cutoff luminaires that emit no direct light above the horizontal plane.

Requires consideration of minimum adequate illumination, energy conservation, glare reduction, light trespass prevention, and preservation of the natural night environment for state-funded outdoor lighting.

Exempts temporary emergency lighting, temporary nighttime work lighting, special event lighting, aesthetic lighting, and lighting addressing compelling safety interests from the standards.

Establishes civil penalties up to $1,000 per violation, with a maximum of $50,000 for related violations within one year, enforceable by the Secretary of Administration.
