Prohibits hunting with firearms or archery equipment on another person's land while under the influence of alcohol (blood alcohol concentration of .08 or greater) or impairing substances (including Schedule I controlled substances).

Establishes that a person is deemed impaired by alcohol if measured by an Alcosensor or approved alcohol screening device; refusal to submit to testing is admissible as evidence in court.

Establishes that a person is deemed impaired by other substances if they test positive for any amount of a Schedule I controlled substance or its metabolites in blood or urine.

Violation is a Class 2 misdemeanor, and convicted individuals must complete a hunter safety course approved by the Wildlife Resources Commission.

Applies only to Rockingham County and becomes effective October 1, 2011, for offenses committed on or after that date; enforceable by Wildlife Resources Commission officers, sheriffs, and other law enforcement with general jurisdiction.
