Prohibits hunting, fishing, and trapping on private land in Rockingham County without permission from the owner or lessee, with written permission required for posted land and verbal permission for non-posted land.

Written permission must state the date issued, the person receiving permission, and the landowner/lessee name, and is valid for no more than one year; permission must be carried on the person and displayed to law enforcement upon request.

Allows hunt club members to carry a copy of written permission along with club certification, and permits named individuals to bring a specified number of guests; no permission needed for the owner/lessee's spouse and children.

Classifies violations on posted land as Class 3 misdemeanor punishable by up to $250 fine for first offense, or up to $250 fine and/or 20 days imprisonment for subsequent offenses; violations on non-posted land punishable by up to $125 fine for first offense, or up to $125 fine and/or 20 days imprisonment for subsequent offenses.

Allows hunters to retrieve stray hunting dogs from unpermitted land without weapons, prohibits destroying posted signs without consent, and becomes effective October 1, 2011.
