Modifies how triple credit renewable energy certificates from biomass facilities in cleanfields renewable energy demonstration parks can be used for REPS (Renewable Energy and Energy Efficiency Portfolio Standards) compliance.

Removes the requirement that triple credit certificates must first satisfy poultry waste resource requirements under G.S. 62-133.8(f) before being used to meet other REPS requirements.

Allows triple credit certificates to be used directly to meet REPS requirements under G.S. 62-133.8(b) and (c) for electric power suppliers, electric membership corporations, and municipalities.

Limits triple credit application to the first 20 megawatts of biomass renewable energy facility generation capacity across all cleanfields renewable energy demonstration parks in the state.
