Repeals Chapter 136, Session Laws of 1991, and Chapter 521, Session Laws of 1993 regarding Guilford County Board of Commissioners structure.

Restructures the Guilford County Board of Commissioners to consist of nine members effective the first Monday of December 2012: six members elected from single-member districts, two members elected at-large countywide, and one chair elected at-large countywide.

Establishes staggered four-year election terms, with Districts 1, 4, and 6 plus the chair elected in 2012 and quadrennially thereafter, and Districts 2, 3, and 5 plus two at-large members elected in 2014 and quadrennially thereafter.

Defines six single-member districts by specific voting tabulation districts (VTDs) and census blocks within Guilford County, with candidates required to reside in their respective districts.

Authorizes the Board to revise election districts following the 2020 Census and each subsequent Census, and requires submission of changes to the U.S. Department of Justice under the Voting Rights Act of 1965.
