Proposes a constitutional amendment adding Section 6 to Article XIV of the North Carolina Constitution designating English as the official language of North Carolina.

Specifies that English is the common language of the United States and North Carolina, and states the amendment is intended to preserve and strengthen English while not superseding rights guaranteed by federal or state constitutions.

Requires submission of the amendment to qualified voters at the statewide general election in November 2012 with a yes/no ballot question.

Becomes effective upon enrollment with the Secretary of State if approved by a majority of votes cast on the amendment.
