Adds galax and Venus flytrap to protected plant list requiring written landowner permission (valid for no more than 180 days) before uprooting, digging, taking, or removing from another person's land, with exceptions for those holding recorded leases allowing vegetation disturbance.

Establishes buying season requirements for galax and Venus flytrap, prohibiting purchase outside designated seasons without required documentation from the seller.

Restricts commercial transactions of galax to no more than 5 pounds without landowner written permission and collection date confirmation, and limits Venus flytrap purchases to 50 plants or fewer without full regulatory compliance.

Increases civil penalty for violations of Wildlife Resources Commission rules from $10.00 to $25.00 per offense.

Becomes effective October 1, 2011 and applies to violations committed on or after that date.
