Eliminates statewide standardized testing in North Carolina public schools except tests required by federal law or as conditions of federal grants, effective July 1, 2011.

Removes state-mandated end-of-course tests for United States History, Civics and Economics, Algebra II, and Physical Science.

Requires first and second grade students to use developmentally appropriate individualized assessment instruments rather than standardized tests, unless federal grants require standardized testing.

Limits testing in grades three through twelve to federal requirements only, with exceptions for sample testing to compare student achievement with national indicators.

Directs the State Board of Education and Department of Public Instruction to develop alternative assessment strategies for measuring student academic performance and evaluating teachers, with proposals due to legislative committees by June 1, 2011.
