Expands the list of felonies requiring DNA sample collection upon arrest to include 17 additional offense categories, including trafficking in controlled substances, child abuse, assault offenses, cyberstalking, and dissemination of material to minors.

Appropriates $69,934 from the General Fund to the Department of Justice for fiscal year 2012-2013 to fund State Bureau of Investigation testing and analysis of the expanded DNA samples.

Requires the State Crime Laboratory to seek accreditation from a single accrediting body and prohibits spending state funds on duplicative or unnecessary second accreditations during fiscal years 2011-2012 and 2012-2013.

Takes effect December 1, 2012 for the expanded DNA collection requirements and July 1, 2012 for the appropriations.
