Exempts development in unincorporated county areas from postconstruction stormwater practice standards under S.L. 2006-246 when the county contains an urbanized area and population growth exceeded state rates from 1995-2004, but only if that growth occurred in less than 5% of the county's total land area.

Modifies Section 4 of S.L. 2006-246 by adding a new subsection (a1) establishing that counties meeting the above criteria are not subject to development requirements in unincorporated areas under this section.

Rescinds all county designations made after August 16, 2006, under the previous standards that would not qualify under the amended criteria, while preserving the Environmental Management Commission's authority to make future designations under the revised standards.

Requires any rules adopted to replace or implement S.L. 2006-246 to be consistent with provisions of this act.

Effective upon enactment on June 23, 2011, applying to all development occurring on or after that date.
