Reduces out-of-state solar renewable energy certificates used for REPS compliance to a maximum of 12.5% of requirements, while maintaining 25% limit for other out-of-state renewable sources.

Doubles the solar energy requirement from 0.2% to 0.4% of total electric power sold to retail customers for calendar year 2018 and thereafter.

Expands the solar compliance schedule by adding intermediate years (2011, 2013, 2014, 2016, 2017) with graduated percentage requirements ranging from 0.02% to 0.40%.

Applies to new solar electric facilities and new metered solar thermal energy facilities placed into service on or after January 1, 2007.

Becomes effective January 1, 2012.
