Expands the definition of "general contractor" to explicitly include any person, firm, or corporation performing design/build work within the limits of their license classification.

Maintains existing threshold that general contractors must undertake construction projects costing $30,000 or more, or erect North Carolina labeled manufactured modular buildings.

Preserves existing exceptions for persons furnishing or erecting industrial equipment, power plant equipment, radial brick chimneys, and monuments.

Preserves existing exceptions for individuals constructing buildings on their own land for personal occupancy and for farmers constructing buildings for agricultural use.

Becomes effective upon passage.
