Makes placing any transparent, clear, or color-tinted cover on a vehicle's registration plate an infraction, penalized under G.S. 14-3.1

Applies the infraction penalty separately from existing prohibitions on covers that make registration information illegible

Becomes effective December 1, 2011, and applies only to offenses committed on or after that date
