Removes specified areas from nine municipalities' corporate limits effective July 1, 2012, reversing previous involuntary annexations in Kinston, Lexington, Rocky Mount, Wilmington, Asheville/Biltmore Lake, Marvin, Southport, Goldsboro, and Fayetteville.

Repeals all annexation ordinances for the nine affected municipalities that were pending or in effect as of the act's effective date.

Prohibits the nine municipalities from initiating any involuntary annexation procedures in the deannexed areas for 12 years from July 1, 2012; voluntary annexations and local legislative acts remain permitted.

Repeals S.L. 2011-173 and S.L. 2011-177, which were prior session laws related to local annexations.

Becomes effective July 1, 2012, with severability provisions protecting remaining provisions if any are found invalid.
