Exempts food and beverages provided by parents or guardians from Commission nutrition standards and prohibits state agencies from evaluating their nutritional value as part of environmental quality ratings.

Allows parents or guardians to opt out of supplemental food programs provided by child care facilities, and prohibits facilities from providing food to children whose parents have opted out and are providing their own meals.

Establishes income eligibility for the NC Pre-K program at no more than 75% of state median income, with up to 20% of enrolled children allowed to exceed this threshold if they have other designated risk factors.

Makes children of active duty military members (ordered to active duty within the last 18 months or expected within the next 18 months) and children of service members injured or killed on active duty automatically eligible for Pre-K regardless of income.

Repeals co-pay requirements for the NC Pre-K program.
