Allows property owners associations that own subdivision streets outside municipalities to file a declaration withdrawing the streets' dedication to public use and converting them to private property.

Requires the subdivision plat be recorded at least 30 years prior, streets be paved and used for vehicular traffic for at least 25 years, and the Department of Transportation to have never accepted or maintained the streets.

Requires approval by a two-thirds vote of property owners association members and adoption of a resolution by the county board of commissioners before the declaration can be recorded.

County commissioners may require that withdrawal not apply to streets serving as the only legal access to properties or connecting public streets outside the subdivision, and may prohibit gates without finding adequate alternative safety measures.

Preserves public pedestrian access rights and public utility easements on the converted streets until utilities are relocated at the property owner's expense.
