Amends Article 14A of Chapter 106 to add waste kitchen grease collection to the licensing and regulation of rendering plants and operations.

Defines "waste kitchen grease" as animal fats or vegetable oils used for cooking in food establishments that will not be reused, excluding grease septage.

Requires collectors of waste kitchen grease to provide purchasers with a statement of ownership certifying lawful ownership of the grease being sold.

Establishes criminal penalties for unauthorized removal of waste kitchen grease containers, intentional contamination of grease containers, and fraudulent labeling to claim ownership; penalties range from Class 1 misdemeanor (value $1,000 or less) to Class H felony (value over $1,000).

Requires rendering operations to maintain proof of $1,000,000 general liability insurance; becomes effective January 1, 2013.
