Adopts the Uniform Military and Overseas Voters Act by creating new Article 21A in Chapter 163 of the General Statutes, establishing voting procedures for military personnel and overseas voters.

Defines "covered voters" to include uniformed-service members on active duty, their spouses and dependents, and overseas U.S. citizens with connections to North Carolina, expanding eligibility beyond previous law.

Requires the State Board of Elections to establish an electronic transmission system for covered voters to apply for and receive voter registration materials and military-overseas ballots by facsimile, email, or internet.

Allows covered voters to register and apply for ballots simultaneously using federal postcard applications, and permits ballots to be cast until 12:01 A.M. on election day with receipt deadline extended to the business day before canvass.

Becomes effective January 1, 2012, while retaining beneficial provisions of prior North Carolina military absentee voting law through recodification of existing statutes.
