Repeals G.S. 163-279(b) and amends the Winston-Salem Charter to shift mayoral and city council elections from quadrennial county elections to 2013, then synchronize with county elections in 2016 and quadrennially thereafter.

Establishes new Section 12J of the Winston-Salem Charter to specify election timing, with terms of officials elected in 2013 expiring after the 2016 municipal election.

Elects mayor by all city voters city-wide rather than by aggregate ward votes, and clarifies council members remain elected by district voters.

Changes Winston-Salem/Forsyth County Board of Education elections from nonpartisan to partisan basis, with candidates nominated and elected at the same time as county officers.

Modifies Board of Education composition and election schedule, moving the staggered two-year and four-year term cycle from 2010 to 2014, with all subsequent terms being four years; effective July 1, 2011.
