Allows construction or renovation of swine houses at preexisting swine farms (operations begun or site evaluation approved before October 1, 1995) without meeting certain siting requirements that apply to new farms.

Requires that swine house construction or renovation does not increase the permitted capacity of the swine farm measured in annual steady state live weight capacity.

Requires that swine house construction or renovation does not increase the total permitted capacity of animal waste management systems at the farm.

Permits constructed or renovated swine houses to be located closer to residences, schools, hospitals, churches, or property boundaries than normally allowed if the property owner provides written permission recorded with the register of deeds.

Does not apply to construction or renovation of swine houses at new swine farms and is effective upon becoming law for all subsequent construction or renovation activities.
