Removes adult care homes from the Certificate of Need (CON) approval process, effective October 1, 2011, for construction, development, establishment, and expansion of facilities with seven or more beds.

Eliminates references to "adult care home" and "adult care home beds" from the health service facility definitions in G.S. 131E-176.

Repeals statutory findings (G.S. 131E-175(8)-(10)) that justified CON review for adult care homes based on state and county expenditures and bed capacity management concerns.

Repeals G.S. 131E-176(1) and G.S. 131E-184(e)(1)a.2. in their entirety.

Maintains CON review requirements for other health service facilities including hospitals, nursing homes, psychiatric facilities, and rehabilitation facilities.
