Allows local governments to keep e-mail subscriber lists available for public inspection but exempts them from being required to provide copies under Chapter 132 of the General Statutes.

Restricts use of e-mail lists to: (i) the original purpose subscribers signed up for; (ii) emergency notifications regarding public health or safety; or (iii) notifying subscribers of similar replacement lists.

Makes provisions of S.L. 2010-83 effective statewide, removing the previous limitation that applied only to Wake County, Raleigh, and specific towns in Wake and Yadkin Counties.

E-mail lists must be available for public inspection in printed or electronic format, at the local government's discretion.
