Authorizes the Eastern Band of Cherokee Indians to establish a tribal alcoholic beverage control commission to regulate the purchase, possession, consumption, sale, and delivery of alcoholic beverages on Indian Country lands under their jurisdiction.

Requires the tribal commission to adopt Chapter 18B (North Carolina's ABC law) in its entirety by ordinance and maintain compliance with all provisions to maintain authority.

Permits the North Carolina Alcoholic Beverage Control Commission to enter into an agreement with the tribal commission no sooner than July 1, 2013, to provide spirituous liquor and fortified wines for resale on tribal lands.

Authorizes the North Carolina Alcoholic Beverage Control Commission to terminate delivery of alcoholic beverages to the tribal commission if it fails to adopt the law, update ordinances within six months of amendments, or violates federal law requirements under 18 U.S.C. § 1161.

Provides that any conflict between this section and federal law shall be resolved in favor of federal law unless federal compliance would abrogate a right reserved to the State under the U.S. Constitution.
