Repeals the blanket prohibition on discovery of medical peer review committee proceedings, allowing such information to be subject to discovery in civil actions.

Permits testimony from medical review committee attendees in civil actions unless the patient whose care was reviewed does not consent to disclosure.

Establishes that confidential patient information obtained by medical review committees remains confidential and protected from discovery when the patient has not consented to its disclosure in writing.

Grants patients the right to obtain and use information related to their own medical treatment that was evaluated by a medical review committee in civil proceedings without restriction.

Effective upon enactment and applies to civil actions commenced on or after the effective date.
