Appoints persons to various state boards and commissions upon recommendation of the President Pro Tempore of the Senate, including boards for acupuncture licensing, mental health services, domestic violence, agricultural finance, athletic trainers, child care, and wildlife resources.

Specifies effective dates for appointments ranging from immediately to January 1, 2013, with most terms expiring between June 30, 2013 and December 31, 2016.

Includes conditional appointments to the North Carolina Mining and Energy Commission that take effect only if Senate Bills 810 and/or 820 from the 2011 Regular Session become law.

Makes technical corrections to prior appointment legislation (S.L. 2010-87 and S.L. 2011-176) by adjusting term expiration dates for board members on the On-Site Wastewater Contractors and Inspectors Certification Board and Irrigation Contractors' Licensing Board.

Effective July 1, 2012, unless individual sections specify earlier dates for specific appointments.
