Amends the definition of "retirement" under G.S. 135-1(20) to clarify that service as an unpaid volunteer does not terminate retirement status.

Excludes from the definition of service: volunteer work as a Guardian ad Litem in the Guardian ad Litem Program and unpaid volunteer work for state historical and cultural organizations.

Prohibits volunteers for state historical and cultural organizations from volunteering in positions where they were previously employed.

Maintains existing exclusion that service as a school board member or unpaid volunteer in a local school administrative unit does not constitute service.

Effective July 1, 2011.
