Amends zoning violation provisions in Section 24 of Chapter 677 of the 1947 Session Laws for the City of Winston-Salem and surrounding Forsyth County areas.

Establishes "chronic violator" designation for property owners with three or more remedial actions taken by the City within an 18-month period preceding notice.

Authorizes the Building Inspector or Administrative Officer to remedy chronic violations without further notice in the same calendar year and place resulting expenses as a lien collected like unpaid taxes.

Requires chronic violator notice be served by registered or certified mail with regular mail and posting; regular mail service deemed sufficient if certified mail is refused and regular mail not returned within 10 days.

Applies only to the City of Winston-Salem and is effective upon becoming law (ratified June 15, 2011).
