Creates a 16-member Municipal Electric Power Study Commission with 8 members appointed by the Senate President Pro Tempore and 8 by the House Speaker, including legislators and public members with utility expertise, customer experience, and municipal representation.

Commission shall study electric rates and service quality provided by cities and towns in eastern North Carolina that operate electric utilities and are members of the North Carolina Eastern Municipal Power Agency (NCEMPA).

Commission may examine any issues directly or indirectly affecting rates and services provided by NCEMPA member municipalities.

Commission shall submit a final report with any proposed legislation to the 2012 Regular Session of the General Assembly and may submit interim reports as needed.

Commission terminates upon filing its final report or upon convening of the 2012 Regular Session, whichever occurs first.
