Suspends seven pending involuntary annexations effective June 1, 2011, including those in Kinston, Lexington, Rocky Mount, Wilmington, Asheville/Biltmore Lake, Marvin, and Southport until a petition process is completed.

Allows property owners representing at least 60% of parcels in an annexation area to petition and deny the annexation through a county board of elections process.

County tax assessor must prepare a list of parcels and owners within 30 days, with the board of elections mailing petitions to property owners and accepting signatures for 130 days.

If 60% of property owners sign the petition for pending annexations, the annexation is terminated and the municipality cannot pursue consideration for the same area for 36 months.

For the Goldsboro annexation already completed and effective, the same petition process allows for repeal of the annexation if 60% of property owners petition, with the same 36-month restriction on future annexation attempts.
