Honors the life and memory of Jeanne Tucker Fenner, a former member of the North Carolina House of Representatives who died on December 23, 2010, at age 77.

Recognizes Fenner's service representing Wilson, Nash, and Edgecombe Counties after being appointed to fill a vacancy in 1980 and elected to two additional terms in 1981 and 1983.

Acknowledges her leadership roles including chair of the Commission for Schools for the Blind and Deaf, vice-chair of Governmental Ethics and Mental Health, and membership on multiple committees including Appropriations, Education, Health, and Judiciary.

Highlights her extensive community involvement with disability rights organizations, including serving as President of the North Carolina Association for Retarded Citizens and receiving multiple awards including Legislator of the Year in 1981 from the North Carolina Mental Health Centers Association.

Directs the Principal Clerk to transmit a certified copy of the resolution to Fenner's family, who survive her including her husband William, five children, and eight grandchildren.
