Prohibits the Department of Transportation from constructing medians, barriers, or other structures on U.S. Highway 70 between 1,050 feet west of U.S. Highway 258 South and NC Highway 58 South that would reduce business access from the highway.

Prevents DOT from constructing medians, barriers, or similar structures on three additional road segments without General Assembly authorization: U.S. Highway 64 in Asheboro, Winstead Avenue in Rocky Mount, and Brevard Road in Asheville.

Requires DOT to cease median construction on Brevard Road in Asheville and rehabilitate the existing turn lane to restore its functionality.

Applies the prohibition regardless of funding source for any projects that would limit, reduce, or block current business ingress and egress.
