Establishes a boundary line between the towns of Morehead City and Beaufort to prevent overlapping extraterritorial planning jurisdictions and annexation authority.

The boundary begins at Bulkhead Light in Beaufort Channel and follows the centerline of Beaufort Channel, extends through specified geographic coordinates and landmarks including Old Causeway Road, Pivers Island Road, U.S. Highway 70, and Gallants Channel.

Prohibits Beaufort from exercising planning jurisdiction or annexation authority west of the established boundary and prohibits Morehead City from doing so east of the boundary.

Clarifies that the boundary does not constitute an annexation of private property and does not establish extraterritorial planning jurisdictional areas, only limits where each town may exercise jurisdiction.

Does not restrict the towns from entering into mutual aid agreements or other interlocal agreements authorized by law.
